[cisco-voip] route list / route group gotcha?

OK, I'm pretty sure what I'd like to do will work, but for some reason, I recall there being a route list / route group gotcha that may impact what I'm trying to do. 

Back to our routing calls to our Nuance Speech Attendant servers over a SIP trunk, I need to reroute calls back to the cluster if those two servers fail or are saturated. I have come up with a plan that looks like this. 

>From What I understand, calls will always go to the SpeechAttendant_RG first, and to the LoopBack_RG only if no channels available in the SpeechAttendant gateways. 

Is there something I'm missing? Is there a different algorithm to RG selection other than top down? I couldn't see any configurable parameters or documented.
