[cisco-voip] Cisco Attendant Console - Enterprise Edition not showing menu after license

Good evening all,

A new server. Installed CUACBE originally by mistake as original license was for CUACBE Upgrade. Obtained correct activation code.
Uninstalled CUACBE and renamed the Config and Log DB.

Installed CUAC Enterprise Edition 9.1.x.

Server up and running. Logged in to the web admin page and installed the license. System is now licensed but no menu options to configure the server.

CTI connection to CUCM is active and I can control the CTI ports and make calls.

I have restarted the server, and restarted the Attendant Console Server service. No go.

The server is showing:

Cisco Unified Attendant Server Status: Stopped - Service is running\Server is stopped

Any thoughts?
