[cisco-voip] SIP dial rules & PLAR

The phone setup is as follows
Button 1: regular ext. calls in/out
Buttons 3-15 are PLARs to different agencies
If I apply the SIP dial rule I created PLARs work fine, but button 1 has no dial tone
Remove the SIP dial rule and button 1 works fine, but PLARs no longer function.
Do I need to add patterns somewhere?

I’m deploying 9971’s for some traders and when I apply the SIP dial rule to get the PLAR to work my 1 first button extension doesn’t work, but the plar works. Do I need to redo all the route patterns in the dial rule?
