[cisco-voip] Music on hold

Hi Dear

i am using CUCM 7.1 with 1 PUB and 3 SUB.

MOH is not working for internal and external both.
One phone is at location A with Device pool A and one phone at location B
with device pool B are registered with CUCM.
when they make call and press hold, no MOH works. I am surprised.

both phone using User hold music file in phone configuration and  each
device pool A and B are using MRGL --> MRG--> Moh server.
Please share your ideas!!
