[cisco-voip] CUCM 10.5.1 adding subscriber rebooted phones?

It isn't really a device reset. The ITL updates and it is a brief restart. The screen flashes for a moment but the phone does not fully cycle.

This is expected behavior as it adds a new TVS entry to the ITL of every
node.
There was a doc bug opened to add this to all CUCM release notes-
