[cisco-voip] Remove lines on phones with BAT

How big are your floors? I assume with 4 DNs you're talking about
quadrants.
If two phones with the same DN are logged out and the PSAP calls back, how
far apart would those phones be? Would someone answering the other phone
know there is an emergency at that other phone?
