[cisco-voip] SME Codec Issue

If you have CUBE, it's as easy as the voice-class codec applied to the
outbound dial-peer.

In CUCM, it's more complicated.  You could force MTP Required with MTP
Preferred Originating Codec set to G.711Ulaw but I'm pretty sure that's all
it will send in the outgoing invite so you'll be stuck at G.711 always.
