[cisco-voip] CUCM 10.5.1 and 8945 with SIP8941_8945.9-4-1-8 load and Max Calls Per Button 4 unable to get a new call

Customer using CUCM 10.5.1 and 8945 with SIP8941_8945.9-4-1-8 load said was on the phone, tried to get a new line and the phone reported back all lines in use.

Any known issues with this load? Can't seem to duplicate it.
