[cisco-voip] 9951 Registration issue

We have recently received a batch of reconditioned 9951 phones which I am attempting to get working on our cucm cluster (version 8.6.2)

When the phone powers up it gets an IP address from our pool, and I can see the mac address on the switch etc. However when running a debug on the switch the phone is connected too I get no events.

Can anyone offer any assistance before I sent these phones to the big bin in the sky.
