[cisco-voip] Phone Restart on Subscriber add

Yea, we had a note added to the release notes to mention this.  It didn't
start behaving this way until CUCM 8.6 I believe.  It's a similar behavior
to regenerating a CAPF,CallManager, or TVS certificate on any node in the
cluster will reset all phones in the cluster.
