[cisco-voip] Permission Information for helpdesk user to be able to add End Users in CCMAdmin

I have a helpdesk user that I want to be able to add end users (non ldap).    I gave him the role of Standard CCM User Management but he still can't create end users under User Management > End Users.  He is able to view existing users  but not modify.
