[cisco-voip] cucm with dns client enabled?

When you start making the server names FQDNs and talking to things like conductor and such where you want to use FQDNS for tls/ssl verification.

So when would you ever need to enable the DNS client on call manager for?

Nope, you shouldn't need DNS enabled for that.
