[cisco-voip] NTP Unreachable Warning in CLI

Does this indicate all NTP is down or just one of the ntp servers?
NTP says sync'd an and 3 of our 4 servers are working but the GUI gives the NTP uncreachable warning, and interestingly enough the NTP server list in /cmplatform says they are all not contacted, but utils ntp status says 3 of 4 are working and we are sync'd at Stratum 2.
