[cisco-voip] Cisco CAR DB not running

Is it just sitting in the Starting state?
Is this the only service that won't start?
Everything else in the cluster seems healthy (i.e no replication issues, the CM Server list reflects the new IP address, dns forward/reverse zones resolve the new address ... etc)?
