You should be able to use the Serviceability API to get the perfmon counters for CallManger->Cisco Lines.  This will give you active/busy status per-line.

Pretty much anything you can see in RTMT you can get via the Serviceability API.

yes, probably this is the best place, I think this is the method used also by eg attendant console. You can get some info eg device registration from the serviceability API of cucm but not many other things related to active status
