[cisco-voip] windows 10 IPC always on Top / RDP

I have a telecommuter who is RDP'ing to there PC at work and using IPC on
there Windows 10 PC at home.

if they click always on Top on IPC the IPC is on top of the RDP session.
But so is the windows 10 tool bar.  Clicking off the IPC and onto the RDP
session does not bring back the tool bar on the RDP session.

is this a new feature in Windows 10?  Seems to have happened after a patch.

Can anyone else reproduce it?  any fix for it?  or bug id?
