[cisco-voip] VoLTE and Unknown or Restriced Caller ID

Since you're using MGCP, it should be pretty easy to set this on each PRI
by Setting "Calling Party IE number type unknown" to "National" and Calling
Numbering Plan to "ISDN":

You can also set "Calling Party Number Type" and "Calling Party Numbering
Plan" on your route patterns or route list configurations.  This method
won't require resetting your PRIs.
