[cisco-voip] feature unavailable?

Follow up.  I figured it out.

my co-worker imported all these new 8861's.  Guess the BAT tool allows you
to import without a sip profile where as the GUI will not.  Once I figured
out there was no sip profile, I BAT'd the Profile in and all was fixed.
