I haven't had problems with Certs on my 11.5 clusters.  But I think I did all of the Certs when it was running v11.  Was yours a fresh 11.5?  And what do you mean by CUCM certificate?  Call manager or tomcat?
 
I have had plenty of other bugs opened. Way to many, seems like a lot more than other releases in recent memory.

11.5 thinks the CUPS server needs a CUCM Certificate. The CUPS server rejects it, it generates and error to the user by functionality is the same. However, I wonder what else has been omitted from the test plan.

Hey anybody run into any major issues with 11.5 Train of CUCM etc ?  or even 11.0.1
 
Got a global IPT install with the works and was wondering if anybody had run into any major problems ( jabber, IM&P, call center stuff) ?
