You could use the call-forward max-length configuration (applied under ephone-dn) and specify a length lower than the number of digits they are forwarding to.

You could also remove the Call Forward All key from the soft key template and not make it an option on the phone.

as they seem to keep setting a call-forward by accident and not realising.
