You can set up a shared profile whose settings show up when a user is logged out.
For example, we put on shared line with a label that says please login to use this phone, but does allow 911 dialing.

Does anyone know what the feature “Login User Id” does under Logged Out (Default) Profile Information on a Device (EM) Profile?
