You can try using this script on the CUCM.

M={}
function M.inbound_INVITE(msg)
    local from = msg:getHeader("From")
    local b = string.match(from, '%d+')
    new_from = '"' .. b .. '" ' .. from
    msg:modifyHeader("From", new_from)
return M
end

You can also normalize the message on the CUBE as suggested by Mike.
