[cisco-voip] Jabber Push Notifications for iPhone and iPad

I believe that part of document is describing phase 1 behavior which
supports only IM notifications via push notification. You would need single
number reach to receive voice calls on iPhone in phase 1.

Looks like the document does not really cover phase 2 configuration as that
version is not available / out yet.
