[cisco-voip] Upgrade from 11.5SU2 to SU3 External Databases for IM&P No longer work

Ah - glad you found that guide which I couldn't for some reason. At first
glance, that seems likely to be your fix. Agreed - that script seems like
the kind of thing that should be published in the UTILS area of the IM&P
11.5 downloads.
