[cisco-voip] cisco 8851 problematic

This one time… at Cisco Live, they suggested these settings as a best practice.
The breakout session is : BRKUCC-2050 - Cisco IP Phones Update: Best Practices and Collaboration Enablement (2015 San Diego) - 90 Mins

I have used the following settings since early field deployments and now have hundreds of 88xx series phones on the cluster. We do not experience your issues.
