[cisco-voip] E164 format for Italy site?

I liked to call out that E164 is not the same thing as +E164. A common
mistake, albeit a small one, but makes a huge difference when working with
a numbering/dialing plan in CUCM.
E.g., An E164 formatted DN would *not* be \+16125551000
+E164 is actually shorthand for E.123 and E.164 combined. Where E.123
describes formatting International Numbers, and introduces us to the + sign.
