[cisco-voip] Rejistered to Sub, Rejected on Pub

We had a similar situation when we upgraded to 11.5 recently.  We bounced the RIS DB service as Ryan mentioned and then we saw the phones registered when logging into the Publisher/CUCM admin page.

- Can one of those phones actually register to the publisher?

- Maybe bounce the RIS DB service?
