[cisco-voip] one way audio after SIP cupover

I've seen some carriers change the SSRC after a few packets resulting in
the phone not playing out the audio.  Usually this is an option on the
carrier's softswitch they can fix.  But that doesn't explain the specific
buildings having issues which sounds more connectivity related.
