[cisco-voip] Need help configuring router for 911 with POTS Lines connected to FXO port on the router

Sounds like a codec mismatch.  Show us the outbound dial-peer towards CUCM
that is used for this call, and then show us the regions and settings in
use between your SIP trunk for this gateway and the CIPC.
