[cisco-voip] Cube configuration for CenturyLink Sip Trunk

Yeah, for TAC to tell them to use T.38 with NSE (RTP PT 100) switch over is
not right.  T.38 Protocol Based switchover is the approrpriate config
option, which is why you and Ben have it working without the nse keyword in
your t38 config.
