If the carrier says they do pass through, then why even configure t38 at
all? Just use the fax rate disable command on your dial-peers which forces
passthrough.
There is no difference in configuring your fax command globally versus the
dial-peer, however, there are some fax settings which you cannot set
globally that can only be set at the DP level. E.g., Disabling NSF.
What codec(s) are you negotiating with the carrier for regular audio calls,
both inbound and outbound? Some SIP trunks are a single codec, while
others can support multiple codecs. I'd argue a SIP trunk to the PSTN
should never be g729 these days, as bandwidth is cheap enough, and then
subjectively you'd be supplying less than toll quality audio to your
customers and your employees, but I digress.
