Turns out, firewall was blocking port 2748 (which is mnemonically called ctiqbe).

You could download the JTAPI Test Tool (https://developer.cisco.com/site/jtapi/downloads/) and try that, same idea as using the TSP driver but possibly a bit easier to use.
