[cisco-voip] CUCM and cube sending weird packets?

The first thing I notice is that the good call has RTP-NTE PT 101 for
inband DTMF relay, and the bad call does not.  I would then encourage you
to see if you have available MTPs for invocation and correction of the DTMF
mismatch.
