An API is just another interface to a system. CUCM has multiple
interfaces can make your life easier;

- AXL: XML/SOAP based API to insert, retrieve, update and remove data
from the database
- RiSPort: XML/SOAP based API to query current connection status of
phones and devices
- PerfMon: XML/SOAP based API to query performance counters and health
- Control Center: XML/SOAP based API to remote control service
activation/deactivation and start, stop or restart services
- Log Collection: XML/SOAP based API to retrieve trace files and logs
- Platfrom Administrative Web Services: XML/SOAP based API to Upgrade,
Switch Version, Reboot etc.
- User Data Service: REST based API that allows end users to insert,
retrieve, update and remove their own user data
- Extension Mobility API: XML based API to invoke Extension Mobility on
behalf of a user

DevNet has some good resources you can use to get started. You could
then use Python with Django to build a basic website where when you
press a button, it will do one of those things for you.
