[cisco-voip] Charlie - Spark bot to deliver CCX/CCE updates

The last update I received from Charlie, via WebEx Teams, was on November
11th 2018, about UCCX 12.x being available in the DevNet sandbox.

If I give it the command /help, it responds with help info.

I would say it's still there and active based on that.
