[cisco-voip] 7940 service button issue

Morning all,
We recently upgraded to CUCM version (11.5.1.15900-18) and have noticed the same documented issue allot of other's have had with SCCP 7940's and extension mobility (http error 400 when requesting the service)

To get round this I have added a new service as per the attached link above, and pushed it out across the cluster (I think I have done this part)
The new service however does not show as being available when I want to subscribe a new phone to it via the web ccm gui, but does show when accessed via the 'services' button on the 7940 device itself.
Has the service not propagated out properly, and if so how do I see where it is stuck?
