[cisco-voip] TMSXE 5.5 and TMS 15.9

Are they compatible?

We are upgrading TMS from 15.5 to 15.9 tonight, but may not be able to do
TMSXE at the same time.

I can't find clear compatibility information... the docs say 5.5 goes with
15.5 and 5.9 with 15.9... but no cross compatibility.
