[cisco-voip] CER Off Premise Phone unable to select location

Anyone out there using OFPuser to manage off premise users location?

I am having a difficult time updating location via Cisco phone.

I get the legal disclaimer to show up.  Click next and I see my two
locations that I configured in OFP user... home and work.  If I try and
select either location I get an error that location update was
unsuccessful. My option is to click exit and use the phone as normal.  If I
dial 911 now there is no address associated with my location.  If I log
into OFP user and manually select my location the address is presented to
the PSAP correctly.

Anyone seen this actually work?

I have a TAC case open for this, but it is no surprise that they just don't
seem to have a good handle on this.

9line911 is my e911 provider (think intrado).

CER version 12.5.1 SU5
CUCM version 12.5.1 SU4
Test phone is IP Communicator (yes it is supported)
