I've seen this too. I saw the CUBE range documented somewhere and it didn't match our router ACLs. Just do "rtp-port range 16384 32766" under "voice service voip".

Subject: [cisco-voip] RTP ports outside 16384 - 32767 range
Hi everyone,
I have a Cisco Router with an E1 interface testing some calls against a CUBE.
In my call attempts I see the SDPs between both devices using higher and lower ports for RTP, outside the 16384 - 32767 range,
For example, the INVITE coming from the router has
m=audio 44480 RTP/AVP 8 0 18 101
and the sdp on the responding 200 OK is
m=audio 11002 RTP/AVP 8 101
Why is it like that?
(Not including full SDPs for the sake of brevity)
