pattern by default when blocked has an announciator msg - we don't want
that so i have to change all those patterns to 'no reason' or something

the upgrade is only support from 3.3(5), but a TAC engineer recently said that
it would work fine. He said they only put in the upgrade document that the
upgrade was validated on the last mainline revision of the previous build and
