callmanager clusters

I will be migrating users over to a new cluster soon but I
would like to move some test users over first to see how it works. I
have created an inter-cluster trunk and I have internal calls going back and
forth between the two clusters as well as the new cluster can make local and
long distance calls out over the trunk. The problem is that calls coming
from the PSTN fail because I have moved the phones off the original cluster
and put them on the new cluster. Since the phone is no longer then I get
the message "the subscriber you have dialed is unavailable". I usually
get this when I do not have a phone on the system but this time I do not want
a phone on the system because I have a route pattern to the other
cluster. Is there a solution for this?
