By default, only 5 sessions are allowed for SaWeb. If the admins close the IE instead of clicking on the Log Off button, then the session will take 20 minutes to timeout. I think the number of sessions is your problem if you can tell me that the same admins can get in later. Check this doc for increasing the number of SaWeb sessions. You could try putting the hostname into the hosts file and see if that helps but it's not a good permanent solutions. Do you have an underscore in the Unity server name? check DNS again.
