The feature is actually determined by the attached PBX, not by Unity.
The PBX sets the 'originalcalledpartynumber' and
'lastredirectingpartynumber' and offers one (or both) of these to Unity
when it presents the call to Unity. Default routing rules in Unity use
the 'originalcalledpartynumber'.

If the PBX happens to be a recent version of CM and you have configured
your lines to forward using the 'forward to voicemail' checkboxes and
configured the voicemail profiles then CM is *supposed* to be smart
enough to intercept the forward from the 2nd phone and actually route
it the voicemail system of userA instead of userB.
style="font-size: 10pt; font-family: Arial;">I believe I understand
the way Unity works. If I call
user A and user A has their phone forwarded to user B, all is great so
long as
User B picks up the call. Now if User B does not pick up the phone,
then
Unity sends the call back to User A’s Voicemail. I can even
understand the logic behind it.

style="font-size: 10pt; font-family: Arial;">Now here’s the problem.
User A is on One Unity
server (CM) and User B is on the other unity server (PBX). Since the
two
are not on the same Unity box the call gets forwarded from User A to
User
B. User B doesn’t pick up the phone and it goes to Voicemail.
Since Unity (PBX) doesn’t know how to get back to Unity (CM) User A it
gets dropped into main greeting and the caller then presses 0 for the
operator.
