ccm.exe does not provide any method to force it to bind to one
interface or another. noting netstat output on a callmanager server:
C:\>netstat -an | findstr 2000
TCP 172.18.110.96:2000 0.0.0.0:0 LISTENING

you can see that ccm.exe binds to a speicific interface and not to
0.0.0.0. This means it only receives traffic on that interface and not
all interfaces.

It is not supported to have multiple interfaces up and active on the CM
server for this reason.
