same logical VLAN so no routing is taking place other then call setup and
teardown to the Call Managers. Additionally, I know that it has nothing to do
with the CSS because if this was the issue the call would not be connected in

partition/CSS issue to me. I would check to make sure that phone A and phone B
have each others partitions in their CSS. Sounds to me like B does and A
