this is not possible with CallManager and IPCC Express. You may be
able to do this with an h323 gateway and TCL script. Your application
would have to send ISDN PROGRESS or PROCEEEDING message to provider
with progress_indicator IE to cut through audio. Then when you connect
to an agent send ISDN CONNECT.<br>

CallManager currently cannot do this with MGCP gateways. It may be
possible with TCL script on h323 gateway terminating your ISDN provider
connection.<br>
