<div>In the netherlands for instance it is not allowed to sent out a DN which is not part of the block out of the E1, the provider will mask it to a "main" block number, or sends the call with caller-id restricted.(normally a main block number)

<div>The best way (and mostly the first step) is to call/contact the provider and figure out what is allowed,preferred, and required for sending/receiving digits and/or other features.</div>
<div>Otherwise you are troubleshooting with a lot of possibilities, these will eat up your time and frustrate the hell out of you.</div>
