and "dstdate" columns should be "0/11/0/1,2:0:0:0" and "0/3/0/2,2:0:0:0"
respectively for each US timezone that is using the new DST

I was getting mixed information on the one with the 7970s but in meantime they
had updated to 4.1(3) ES100 for the 7970/71 Url to long remote scripting error
and that also fixed the phone time issues they were seeing earlier this
