I had a customer who went and modified IIS settings on their own a few weeks ago, looking to stop the HTTPS dialog when they went from 4.0 to 4.1 and ended up having to rebuild the server for whatever they done to IIS configuration. Undoing the changes did not get it working again. We weren't getting the errors you were getting, but other failure security warnings. I had a TAC Case on it to up to development to try to figure out how to undo the changes and recover.
