<div>Is there a way, though, that it could be configured so that if Unity/CRS is down, the call gets sent directly to the 911 center? My initial thought is that 911 becomes a CTI RP for CRS with a CF Busy/NA to 9-911. When CRS is up, the script will play a "You have dialed 911 emergency. If you did not intend this, please hang up now. Otherwise, stay on the line and your call will be connected." or whatever, then send the call out. If CRS is unavailable, the call follows the CF Busy/NA path. There would have to be one of these RPs for each location, placed in a partition isolated only to that location, so that the 911 call goes out the right set of trunks to properly ID the call.
